I was wrong about the purpose of the program I was trying to think of 
last night. The program I was thinking of is SELinux (Security Enhanced 
Linux) http://selinuxproject.org/page/FAQ. It is used to restrict 
resources to programs. A program that monitors changes to files is Open 
Source Tripwire http://en.wikipedia.org/wiki/Open_Source_Tripwire.
